HH the Deputy Emir Opens 25th Universal Postal Congress

Doha, September 24 (QNA) – HH the Deputy Emir and Heir Apparent Sheikh Tamim bin Hamad Al Thani patronized on Monday the opening of the 25th Universal Postal Congress of the Universal Postal Union (UPU) at Qatar National Convention Center. The opening was attended by HE the Chairman of Qatar’s Administrative Control and Transparency Authority Abdullah bin Hamad Al-Attiyah, HE the Speaker of the Advisory Council Mohammad bin Mubarak al-Khulaifi as well as a number of Their Excellencies the Sheikhs and Ministers, heads of the diplomatic missions accredited to the country and guests.
Addressing the Congress, HE the Minister of Culture, Arts and Heritage Dr. Hamad bin Abdulaziz al-Kuwari expressed appreciation to  HH the Deputy Emir and Heir Apparent for his attendance and patronage of this congress, which represented the main support for its success.
HE the Minister of Culture expressed Qatar’s pride for being the first Gulf State to host this conference, which reflects its leading role and international stature thanks to the wise leadership which has turned Doha into a capital for conferences and important events under the banner of the United Nations, not only through its facilities, but also by giving participants the freedom to enable them reach the desired results.
He underlined that Arabs and Muslims had a prominent role in developing mail as of the most fundamental pillars for the establishment of any State, as well as being a means to facilitate business and strengthen relations between groups and individuals and linking them to the outside world.
He explained that this matter was clearly evident when the Islamic state expanded and had an increased need to establish a management system that ensured the arrival of messages between the capital of the Islamic state and other cities. He noted that this system was developed and became a major institution in the Islamic state and has also become a witness on the civilization of Islam.
HE the Minister underlined the importance of reviewing the organizational structures of the UPU and rewriting some legal texts to keep up with the new organization, noting that the goal is to reach efficiency and flexibility to meet the constantly changing technological, economic and political environment.
HE believed that the congress must consider a future strategy results in plans and programs that have goals and specific financial resources directed towards the development of markets through the use of modern technology for the development of electronic commerce and postal payment services.
He also urged the participants to consider the ways that must be followed and used in order to help the developing countries and provide technical assistance in the field of planning, organization, investment, training, experts, and funding. 
Concluding, HE the Minister of Culture expressed belief that the 25th Universal Postal Congress will be a success thanks to the efforts exerted by the State of Qatar in cooperation with the UPU.  (QNA)
